Description

Any applicant who successfully completes the Ship Management (MIDATL-451) course will satisfy the training requirements of 46 CFR 11.305(a)(2) and 11.307(a)(2) for STCW endorsements as Chief Mate or Master on vessels of 3,000 GT or more.

The following practical assessments performed during this course have been determined to be equivalent of National Assessment Guidelines Tasks, as documented in NVIC 10-14(Ch-1) Tasks for Master or Chief Mate on Vessels of 3,000 GT or More (Management Level): 15.1.A, 15.1.B, 15.1.C, 15.2.A, 15.3.A, 15.4.A, 15.4.B, 15.4.C, 15.4.D, 15.4.E, 15.4.F, 15.4.G, 15.5.A, 15.6.A, 15.6.B, 15.7.A, and 15.8.A; AND
Will satisfy the training requirements of 46 CFR 11.311(a)(2) and 11.313(a)(2) for STCW endorsements as Chief Mate or Master on vessels of 500 GT or more and less than 3,000 GT, AND the following practical assessments performed during this course have been determined to be equivalent of National Assessment Guidelines Tasks as documented in NVIC 11-14(Chi-1) Tasks for Master or Chief Mate on Vessels of 500 GT or More (Management Level) 15.1.A, 15.1.B, 15.1.C, 15.2.A, 15.3.A, 15.4.A, 15.4.B, 15.4.C, 15.4.D, 15.4.E, 15.4.F, 15.4.G, 15.5.A, 15.6.A, 15.6.B, and 15.7.A.

Applicants who have successfully completed this course need not present completed “Task Control Sheets” for these assessments in application towards STCW certification.

The course provides students with theory and training in shipboard management and maritime law and in doing so will satisfy company, national and international regulations as stated in the Manila Amendments to the Standards of Training Certification and Watchkeeping (1978) as amended in Table A-II/2 Specification of minimum standard of competence for masters and chief mates on ships of 500 gross tonnage or more and Section A-II/2 Mandatory minimum requirements for certification of masters and chief mates on ships of 500 gross tonnage or more for competence in knowledge of the following:

Function: Controlling the operation of the ship and care for persons on board at the management level

Competence
Monitor and control compliance with legislative requirements and measures to ensure safety of life at sea, security and the protection of the marine environment

Knowledge, Understanding and Proficiency

Knowledge of international maritime law embodied in international agreements and conventions
Regard shall be paid especially to the following subjects:

Certificates and other documents required to be carried on board ships by international conventions, how they may be obtained and their period of validity
Responsibilities under the relevant requirements of the International Convention on Load Lines, 1966, as amended
Responsibilities under the relevant requirements of the International Convention for the Safety of Life at Sea, 1974, as amended
Responsibilities under the International Convention for the Prevention of Pollution from Ships, as amended
Maritime declarations of health and the requirements of the International Health Regulations
Responsibilities under international instruments affecting the safety of the ship, passengers, crew and cargo
Methods and aids to prevent pollution of the marine environment by ships
National legislation for implementing international agreements and conventions

Competence
Maintain safety and security of the ship’s crew and passengers and the operational condition of lifesaving, firefighting and other safety systems

Knowledge, understanding and proficiency

Thorough knowledge of life-saving appliance regulations (International Convention for the Safety of Life at Sea)
Organization of fire drills and abandon ship drills
Maintenance of operational condition of life-saving, fire-fighting and other safety systems
Actions to be taken to protect and safeguard all persons on board in emergencies
Actions to limit damage and salve the ship following a fire, explosion, collision or grounding

Competence
Develop emergency and damage control plans and handle emergency situations

Knowledge, understanding and proficiency

Preparation of contingency plans for response to emergencies
Ship construction, including damage control Methods and aids for fire prevention, detection and extinction
Functions and use of life-saving appliances

Topics covered are those delineated in the IMO Model Course 7.0.1, 2014 Edition and in Enclosure 2 to NVIC 10-14:

Background of the development of legislative requirements
Certificates and documents required by international conventions
Responsibilities under the relevant requirements of the International Convention on Load Lines
Responsibilities under the Relevant Requirements of the International Convention for the Safety of Life at Sea
Responsibilities under the International Convention for the Prevention of Pollution from Ships, 1973, and the Protocol of 1978 relating thereto (MARPOL 73/78)
Maritime Declarations of Health and the Requirements of the International Health Regulations
Responsibilities under other international maritime law embodied in international agreements and conventions that impact on the role of management level deck officers
Responsibilities under International Instruments affecting the Safety of the Ship, Passengers, Crew and Cargo
Methods and Aids to Prevent Pollution of the Marine Environment by Ships
National legislation for implementing international agreements and conventions
