The Applicant has an option of being examined orally by the MCA or by taking a written paper of two and a half-hours administered the Scottish Qualifications Authority (SQA).


Various tools to aid learning are used such as lectures, discussions, videos and scenario based group exercises

Course Description

This course offers structured training to the holders of non-UK CoC who wish to apply for a UK Certificate of Equivalent Competency (CEC) for service on British Registered Vessels. All masters and skippers operating UK flagged vessels are required have knowledge of UK legal and administrative processes to grade 1 examination level (UKLAP1) as outlined in Annex B of MSN 1867.

The course covers health and safety on board UK ships, documentation for crewing arrangements, role of the MAIB and the MCA.

Masters are required to make their CEC application to MCA who will issue a notice of assessment (NOA) to sit the UKLAP exam. This NOA allows the candidates to book an exam date with an MCA marine office. If it is not possible to sit for an oral exam with MCA marine Officer, the alternative way is to contact SQA (Scottish Qualification Authority) who’ll arrange for a written exam in one of the British Council offices around the world.
